- Care Act 2014, ss. 31–33 (legislation.gov.uk, read directly): a local authority must make direct payments toward an adult's personal budget where the adult has capacity to request them, is not prohibited by regulation from receiving them, is satisfied to be capable of managing them and where the authority is satisfied this is an appropriate way to meet the needs in question.
www.legislation.gov.uk/ukpga/2014/23/section/31 - Carers UK, Direct payments guidance (accessed August 2026): carers can receive one-off direct payments supporting their own wellbeing, such as driving lessons, gym membership or a short break; these do not count as income and do not affect other benefits.

www.legislation.gov.uk/ukpga/2014/23/section/25 - Carers and Direct Payments Act (Northern Ireland) 2002 (legislation.gov.uk, read directly, first verified in the chapter on the assessment): the right to request an assessment and the direct payments scheme for Northern Ireland both sit within this single Act, as its title states directly.
