Every claim in this chapter is traced to the source behind it. Below is each one, numbered as it appears in the book, with a link that opens the original.

  1. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care (July 2022, revised; corrected July 2023), on the 12 care domains used in the Decision Support Tool. This is confirmed as the current edition — check [ageingparent.co.uk/s/chc-framework](https://ageingparent.co.uk/s/chc-framework) in case it has since been revised again.

  2. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care. The Decision Support Tool requires a whole, qualitative judgement by the multidisciplinary team, not a numerical score.

  3. As above. The "Priority," or two-or-more-"severe," pattern is a common practical indicator, not part of the Framework's actual eligibility test — treat it as a guide only, not a target.

  4. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care, on family and representative involvement in the Decision Support Tool process, including advance notice of the meeting and the right to comment on the completed assessment.

  5. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care, on the four characteristics used to weigh need: nature, intensity, complexity, and unpredictability.

  6. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care, on the primary health need test.

  7. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care, on the 28-calendar-day timescale from a positive Checklist to an eligibility decision, and reimbursement of care costs from day 29 where that timescale is exceeded without good reason. Local timescales vary in practice — ask your parent's Integrated Care Board for theirs.

  8. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care, and NHS England's Independent Review Panel guidance, on the challenge route: local resolution with the Integrated Care Board, an Independent Review Panel coordinated by NHS England's regional Continuing Healthcare teams, and the Parliamentary and Health Service Ombudsman as the final step. Ask your Integrated Care Board in writing for the exact deadline to request a panel — the primary guidance does not set out one fixed figure that applies nationally.

  9. GOV.UK guidance on NHS Continuing Healthcare, on claims for a Previously Unassessed Period of Care. Integrated Care Boards generally only consider claims for care from 1 April 2012 onwards; earlier periods are considered only in rare, exceptional circumstances. There is no fixed filing deadline for this type of claim, unlike the Independent Review Panel's own time limit.

  10. National Framework for NHS Continuing Healthcare and NHS-funded Nursing Care, on periodic review of eligibility, normally at around 3 months after a decision and then at least annually. A full reassessment is only carried out where there is evidence of a significant change in need.
